I ran System restore from the task manager, try this first, the file you need is c:\Windows\System32\Restore\rstui.exe. So just for fun, I rebooted my computer and let it load up normally, this took about 15minutes for my background to appear and as usual no icons or task bar.

Since the icon cache is user-specific, and other accounts on the computer don't have this problem, I have hope.Guessing the answer is yes - I should look before I type -
